Daisy Park - purpose of the consultation

The purpose of this consultation is to inform a “matters specified in conditions” (MSC) application to be lodged with West Lothian Council relating to the creation of a new Town Park with car parking, access arrangements and associated uses for the benefit of the expanding Winchburgh settlement and wider population. The provision of a Town Park is a requirement of the wider strategic expansion of Winchburgh that was granted planning permission in principle by West Lothian Council in 2012 and will be delivered by Winchburgh Developments Limited (WDL).

Daisy Park, described on the following boards, has been developed to fulfil the requirements of a Town Park as set out in the conditions of the planning permission in principle.

A key part of the Winchburgh landscape framework, Daisy Park is located at the centre of the Masterplan area, between the existing Main Street and the proposed town centre. Daisy Park is to provide a high-quality area of public open space for all the community. The park is strategically located at the centre of Winchburgh where it will provide a connection between the older parts of Winchburgh to the south and the new surrounding neighbourhoods which are being created.

The design and layout of the Daisy Park proposals shown on the boards today has already been the subject of significant local consultation with Winchburgh residents, school pupils and local community groups already. The proposals on display here are the culmination of significant input into the process prior to the submission of an application to West Lothian Council next month.

Planning process and consultation

WDL intends to submit a MSC application to West Lothian Council for Daisy Park in April 2022. To facilitate this, WDL started a consultation process in August 2021 to ensure the community and stakeholders were informed and had the opportunity to comment on the early proposals for Daisy Park. With the parameters established, it was very important that WDL asked the community what they wanted to see in their park. WDL believe that the content and quality of the proposals presented on these boards has benefited enormously from local people’s views and comments along with stakeholder and Council inputs and review.

This consultation event is intended to allow the community and stakeholders a further opportunity to comment on the proposals that have evolved from those initial discussions. Have we been listening and is there anything we have missed?

Following this exhibition and subject to the outcome of the consultation exercise WDL will take account of all comments made and consider these in the context of the emerging proposals. At the point of submitting an application to West Lothian Council, WDL will set out the extent of issues raised through the public consultation exercise and confirm how these have been assessed, as appropriate, within the application proposals.
